Is COVID-19 the wake-up call we need to invest in our social systems again?

As the coronavirus spreads across our globalised world — and governments are duly reacting by closing schools, emptying offices and suspending cultural and sports events — a clear picture emerges: quality healthcare and social rights may not stop a pandemic, but they are key to addressing one and can prevent the poor and marginalised from being hit the hardest. To deal more effectively with such a serious, sudden and widespread threat to public health and our society, we are going to have to rebuild our social systems.

AN UPDATE FROM CONCORD

In these challenging and uncertain times, we would like to express our solidarity with all of you. We encourage you to take all the necessary measures to stay safe and take care of yourselves and one another.

CONCORD Europe is taking proactive measures to protect the health and well-being of our staff, members, partners and the communities affected by the crisis. We will continue to follow the guidelines in Belgium to deliver our work in the most effective and safest possible way. We have closed our Brussels office and our secretariat is working from home until 5 April unless a further announcement is made. During this time, all meetings and events organised by CONCORD are cancelled. Despite these measures, we are confident that we can keep things running during this difficult and uncertain time.

We are extremely concerned about the impact of the outbreak, both in terms of everyone's well-being and the ripple effect on our sector more broadly. Please know that if you are struggling with isolation, frustration, or limited resources, you are not alone and you have our support. Let us know how this situation is impacting your own work: what difficulties, pressures and adjustments have you and your team faced?

We will continue monitoring the situation closely and clarifying key issues, which are vital to the continued delivery of our ongoing commitments. To this end, we have written a letter to Director-General Koen Doens and Director-General Christian Danielsson on the challenges currently faced by our members in implementing DEVCO/NEAR projects due to the spread of COVID-19. Please contact us if you have any further questions or concerns.

We hope that you are finding new ways to stay connected and hopeful. We would like to wish you, your colleagues and loved ones good health. Stay safe.

HOW COVID-19 IS INFLUENCING EU'S INTERNATIONAL PARTNERSHIP WORK
Coronavirus is dominating the headlines. Not only is the economy slowing down, but so are most of the policy activities in Brussels. Starting from mid-March, the majority of meetings and events have been either cancelled or moved online. What does this mean for development cooperation and CONCORD's priorities?

CONCORD NEWS OF THE MONTH

On 25 February, a CONCORD delegation met the new European Commissioner for Equality, Helena Dalli. We highlighted the urgency to tackle rising inequalities worldwide and put forward concrete recommendations to mainstream equality and protect the rights of women, girls and persons with disabilities, among others. She confirmed her political commitment to this fight and shared her ambitions with us. We wish her the best of luck.

CONCORD Europe welcomes the European Commission's communication "A Union of Equality: Gender Equality Strategy 2020-2025," which was launched on 5 March 2020. While there are many positive aspects of the strategy, such as the renewed commitment to women's and girls' rights and the integration of intersectionality as an important feature of the strategy, there are many issues that are left unaddressed.

The EU has unveiled its joint communication Towards a Comprehensive Strategy with Africa, which will be used as a framework for talks between the EU and their African Union counterparts. We believe the new EU-Africa strategy must be shaped around 10 core elements, which are a prerequisite for a strategy that aims at building a real partnership.

Following the publication of 'Towards a Comprehensive Strategy with Africa' by the European Commission and the European External Action Service, a group of civil society organisations, steered by CONCORD Europe among others, released a statement calling for a more democratic, transparent and accountable process, as well as a balanced approach that puts people at the center.

UPDATES FROM OUR NETWORK
For International Women's Day, ActionAid launched a new report which focuses on the impacts of corporate activities on women. The report compiles a variety of cases from ActionAid's work with communities in the Global South where we have seen company activities having differentiated and disproportionate impacts on women: more specifically on their economic rights, their access to land, their right to decent work, their unpaid care and domestic work, and on gender-based violence.
Coordination SUD presented its new support guide for gender mainstreaming in its organisation. It proposes resources and tools for international solidarity organisations to question gender-based social relations in the different components of their association and to detect stereotypes, discrimination, and violence in order to counter them.
